Cannot remove UrlScan 3.1

I installed urlscan 3.1 ...  

 When i go Web Sites -> Properties ->  ISAPI Filters

• I see UrlScan 3.1 pointing at my executable: C:\WINDOWS\system32\inetsrv\urlscan\urlscan.dll

I am tying to install it only on a single website, and not as a global filter. Therefore i configured the ISAPI to point to a copy of the UrlScan.dll that i moved under the particular website, and i want to remove the global Urlscan isapi filter (i assume Web Sites -> Properties ->  ISAPI Filters  is the appropriate way to do this).

On the global filter, If i choose remove, hit apply, hit ok. It looks to have removed the UrlScan filter.  BUT when i do an IIS reset this setting comes right back.  This even happens if i remove as above, uninstall the Urlscan .MSI and then iisreset .  Same goes for trying to remove it from the individual website. Even if i remove them both, uninstall, iisreset... they BOTH come back! (and cause issues because i have urlscan dll uninstalled/removed)

 Any ideas how to remove this??
