Create a web installer msi package

Hi,

I need to create a msi package which reads from a configuration file(settings) and installs the package.

 I have come across Web platform installer contains Web deploy which needs to installed for this. I have installed on my machine but not getting any help how to use this?

 Please help me how to use Web deploy to create a msi package along with a configuration file.
