IIS 8 is only working if binded to ::1

Good morning all,

Currently I'm trying to set up a website using windows server 2012 running dhcp and dns.

DNS has the A record to resolve my FQDN pointing to 192.168.1.200

When I bind the website to 192.168.1.200 it gives me "Not Found HTTP Error 404. The requested resource is not found." but if I add ::1 it works just find. I disabled IPv6 so not sure why this is happening..

Any advice?
