No matter how I configure authentication or the publishing point I get a 404

Here is the URL: http://mwfogvfeed01.opengovideo.com/testclient.isml/manifest(format=m3u8-appl).m3u8 for the HTML Video tag , not matter what I do I get a 404 in our test environment.
