REWRITE_DISABLED_KERNEL_CACHE Stop web many seconds

We detect that every new site stop IIS and delay more than 15 seconds IIS response. Put a tracing to url to detect problem and obtain this line:

REWRITE_DISABLED_KERNEL_CACHE

When appear this line in log the website delay more than 20 seconds, after this run again all process perfect. So this problem repeat every 2 o 3 minutes.

Any ideas to solve this?
