IBM DB2 ODBC driver could not be loaded.

I recently added another page to a website that I host on my computer. I'm using an odbc data source for a drop down list in this page, and when I try to navigate to the page in IE I get the error below. However, while debugging the page in Microsoft Web Developer Express 2010, everything works just fine. The db2cli.dll is in the location specified in the error. The guys at msdn directed me over here. Any help is greatly appreciated.
