New Install of IIS7, Anonymous access enabled but still get 401 - credential errors

Hi All,

New to this forum.  I'm experienced with setting up older versions of IIS such as 5 and 6 and didn't have too many problems.  I recently purchased a new file server with Server 2008, R2 and setup the Web Server Role, installing every piece of IIS7 as its going to be a development server for our company's websites and blogs.

After the initial role setup, I was able to type in the FQDN of the server or the IP address and access the default IIS page.  I copied over all the website files (15 websites) from our old server and placed them in c:\inetpub\wwwroot - each site is in it's own folder so there are no files for the default website.

I need to use PHP here so I added some more roles including CGI for FastCGI and basically installed every component as a just in case.

I enabled Anonymous access to the server under Authentication, setting the user as the default IUSR account and all the other types of Authentication are disabled. Port 80 is opened on the firewall and like I said, I was able to get to the site before. This server is also a file server so Network File/Printer access is enabled and I can access files and folders using UNC through Explorer as well as the administrative shares.  I can also access any files inside of the path c:\inetpub\wwwroot\SITE_FOLDER\ after connecting using \\SERVERNAME\c$.

Now, when trying to access the site either by FQDN or IP, I get a 401 message:

401 - Unauthorized: Access is denied due to invalid credentials.
You do not have permission to view this directory or page using the credentials that you supplied.

I checked File and Folder permissions and using the Advanced tab, checked the effective permissions of IUSR and it's blank.  IUSR has no permissions.  Even if I specifically add the IUSR account to the wwwroot folder and give it read/execute permissions (being inherited by all sub-folders and their files), I still can't access the website.  The IIS_IUSR group also has permissions to wwwroot.

Can anyone help me with what I'm doing wrong?  I can't imagine this should be this difficult.
