When trying to Set Common HTTP Response Headers, get "Lock Violation"

Hello! Per Google's Speed Test, they say I need to set an expiration date for all of my pictures, and the best way to do that is to go into IIS 7 and set common http response headers.  I'm trying to set everything to expire every 45 days.  When I do this, it says:

"There was an error while performing this operation"

"Details:"

 "Lock Violation"

My website is hosted by discountasp.net, so it's shared hosting.  Any guidance in this regard to help me set the common http response headers would be greatly appreciated!
