Changing temporary folder

Hello

 I got a Website running on IIS 7.5.
Till now it uses PHP to handle user file uploads.
The new Version uses HTML5.
Problem is with this change I can no longer set the temporary Folder path in the php.ini.
The new Website uses the Standard Windows temp folder.
Is there any way to change this from IIS? Either for the hole IIS or per website?

Of course I could change the Windows temporary folder path but I definitly would prefere it to only change it for IIS or the single website.
I neither like to have big files uploaded to the System drive or to manually change NTFS Access rights on a Windows System folder.

I'd really like ot have temp files for Windows and IIS in different places in case the temporary files fill the partition. To avoid seeing the hole Windows Installation crash. Also sometimes patches reset NTFS Access rights in System folders, which is the other thing I wouldn't like about using the Standard temporary folder.
